RE: Positive Attitude about Blindness

WHEREAS, the attitudinal development of a child is influenced by those surrounding him - his peers, his school and, his parents, and,

WHEREAS the National Federation of the Blind stresses the importance of blind people having a positive attitude toward themselves and blindness, now, therefore,

RE: Rights of Blind Voters

WHEREAS, the right to vote is the constitutional right of all citizens, and,

WHEREAS, there is a requirement that a blind voter be assisted in marking his ballot by a registered voter in the state of Nebraska, and,

WHEREAS, this requirement often denies the right of free choice on the part of the blind voter in the selection of the person assisting, thereby infringing on the constitutional intent that voting be a secret act, now, therefore,

RE: Creation of an Advisory Committee to the Nebraska School for the Visually Handicapped

WHEREAS, The National Federation of the Blind of Nebraska believes that all blind children have the right to a full and formal education and that it is essential that the educational process stress the truth about blindness thus enhancing the development of a positive attitude toward themselves and blindness; AND

WHEREAS, Any educational institution should receive input from knowledgeable sources concerning its programs; AND

RE: Commendation of the Legislature and Governor for securing the Right of the Blind to a Secret Ballot.

WHERAS, The National Federation of the Blind of Nebraska passed Resolution 76-11 in convention assembled in the city of Grand Island, Nebraska to propose legislation to eliminate the requirement that "The Person Rendering Assistance (To A Blind or Disabled Elector) must be a registered voter in the State of Nebraska"; AND

RE: Creation of a Standing Membership Committee

WHEREAS, Every member of the National Federation of the Blind of Nebraska is responsible for seeking out new members and explaining the goals and philosophy of the National Federation of the Blind to prospective new members, the public, and current members who may not fully understand; AND

WHEREAS, Although the foregoing is true, some organization has to be given to the effort of recruiting new members and expanding the organization; NOW, THEREFORE,

RE: Creation of a Standing Public Relations Committee

WHEREAS, Every member of the National Federation of the Blind of Nebraska is Responsible for explaining the goals and philosophy of the National Federation of the Blind to the general public and current members who may not fully understand; AND

WHEREAS, Although the foregoing is true some organization has to be given to the effort of informing the public of the aforementioned goals and philosophy; NOW, THEREFORE,

RE: Creation of a Committee to Study the Commission Structure of an Agency to Serve the Blind.

WHEREAS, The National Federation of the Blind of Nebraska believes that rehabilitation services for the blind must be of the highest caliber possible and must truly serve the needs of the blind as effectively and judiciously as possible; AND,

WHEREAS, There exists outstanding evidence that an independent agency operating under the Commission Structure can best achieve the highest quality of rehabilitation services; AND,

RE: Expression of Concern Regarding the Loss of Consumer Representation on the Governor's Advisory Committee to the Nebraska Rehabilitation Services for the Visually Impaired.

WHEREAS, the 93rd Legislature of the State of Nebraska passed, and the Governor signed Legislative Bill 88 an ACT to create an Advisory Committee to the Department of Institutions to Aid in Providing Services for the Visually Impaired; AND

RE: The Refusal of the Nebraska Library Commission and the Nebraska Library for the Blind and Physically Handicapped to Participate with Consumers of their Services.

WHEREAS, The National Federation of the Blind of Nebraska has demonstrated its interest in pursuing quality library services for the Blind of Nebraska and has worked with the Nebraska Library Commission and the Nebraska Library for the Blind and Physically Handicapped to achieve this goal; AND,

RE: Improved Efforts by Nebraska Rehabilitation Services for the Visually Impaired to Develop and Expand the Business Enterprise Program.

WHEREAS, The Business Enterprise Program should be a viable and legitimate concern of Rehabilitation Services for the Blind; AND,

WHEREAS, There exists binding National Policy to this effect; AND,

WHEREAS, The Business Enterprise Program can be developed in such a way that would open occupational opportunities for Blind individuals in this state; AND,
